Today we went to the pool (yes it was rainy and dark and cloudy). This was my big brainstorm and it worked! I still held my arm behind Ella to make sure she didn't fall but at least she was able to have some fun. 
Lilly's pretty easy at the pool and hangs out on the big pool steps, with her friend Lindsay, with an assortment of older kids, or in the baby pool. We packed her lunch and stayed for a few hours; until Ella was sooo tired. Now Ella's asleep in her crib and Lilly's passed out on the couch. And I am enjoying the peace and quiet.
